Whether you can apply for a Japanese work permit depends on your degree certificate.

If it is a junior college degree, because Chinese college graduates do not have a degree certificate, you can apply for a Japanese work permit with your diploma;

If you have a bachelor's degree, you need a graduation certificate and degree certificate to apply for a Japanese work permit. If you do not have a degree certificate, your studies are considered unqualified/uncompleted in the eyes of the Japanese, which will greatly increase the possibility of being refused a visa.
